Induction level qualification for ATCOs



Kindly refer our earlier letter no CC/R&P/2006/3 dated 26th June 2006 and several discussions on the above mentioned subject.

ATC Guild (India) reiterates its serious reservations on the qualifications specified for the ATC Officers at the induction levels. We have repeatedly stressed that Engineering Degree in Electronics / Telecommunication / Radio Engineering / Electrical Engineering should not be the only qualification for an Air Traffic Controller job. This matter has been raised time and again by the ATC Guild and ATM directorate. At the time of formulation of R & P Rules our logics were accepted by the Committee appointed on R & P Rules to include PG Degree in Science apart from Engineering Degree. However, to our utter surprise insisting on only Engineering degree and doing away with PG Degree in Science is believed to be whimsical on the part of AAI management. We would like to point out that Engineering and PG Degree holders of Science have proven their competence in this profession. Considering the nature of job and recommendations of ATM Directorate, PG Degree in Physics, Mathematics, Electronics and Computer Science needs to be included in addition to Engineering Degree. The ability to pick up skills specified by ICAO by the candidates from Science stream has been time tested.

The Guild feels that AAI should immediately change the qualifications required at the induction level to make it more broad based and competitive, not only for Direct Recruits but also for the appointment/promotion of departmental candidates including the recently advertised post of Manager (E-3 level).

An early decision on this subject is needed to arrest the going resentment amongst all ATCOs.
