  1. Air Travel by Govt. Servants within India.

  2. Regulation of journeys by private airlines while availing Leave Travel Concession.


The Govt. of India, Ministry of Finance (Deptt. of Expenditure) vide its OM No. 19024/1/EIV /2005 dated 24th March, 2006 has permitted air travel, both domestic and overseas on official account on airlines other than Air India/Indian Airlines also, subject to the criteria and the guidelines stipulated in the OM under reference. A copy of the OM No. 19024/1/EIV /2005 dated 24th March, 2006 is enclosed herewith for ready reference.

Similarly, Govt. of India, Ministry of Personnel, Public Grievances and Pensions (Deptt of Personnel and Training) vide its OM No. 31011/2/2006-Estt(A) dated 24th April, 2006 has permitted journeys for availing the Leave Travel Concession facility by Private Airlines. The Govt. of India has also permitted that while availing LTC the air journeys by non-entitled officers (both by National and Private Airlines) between places connected by train may be allowed provided. the reimbursement of the fare is restricted to the entitled class by rail other than Rajdhani / Shatabdi Express.

It is requested that the Airports Authority of India may consider extending the above relaxation to its employees while undertaking official journeys and/or availing LTC facility. Necessary instructions may be issued to all concerned. This will facilitate the air travel and will not create constraints on account of reservations not being available on the National Carriers or railways.
